Paul is on his second foreign mission trip. Instead of Barnabas, his companion is Silas, a delegate from the Jerusalem Council. They were delivering the edict handed down from the Council about salvation by grace through faith and not works.
Ministry is costly. It takes resources. It takes blood, sweat, and tears. Sometimes it is not only the missionaries, but others who pay a hefty price which we will see.
